Hi, I have a question. Why is SD PAM set for 32 players and SD Rifle only for 18?

Not that I want to increase slots, but why is the vote to change the map set by 12+ players? .. wouldn't SD Rifle be able to set up voting eg from 8+? when it's for fewer players?
